Professional Information


Han-Yin (Debbie) Tsai joins Innovatus Law in July 2023.

Debbie was an intern-attorney at Chien-Yeh before joining Innovatus Law. During her internship, she participated in multiple legal research projects, for example, the development of the discretionary trust in Taiwan mandated by the Trust Association of Republic of China (Taiwan), and the proposed amendment of Wildlife Conservation Act mandated by the Forestry Bureau, Agriculture Council. Her practices include environmental disputes, civil disputes, contract reviews, and assisting clients with regulatory compliance.

Debbie participated in Philip C. Jessup International Law Moot Court Competition during her graduate studies in National Taiwan University, debating on the emerging issues like border control under International Health Regulation (2005), use of force, right of self-defense and terrorist attacks. She served as an oralist in the runner-up in the Taiwan regional competition, and then as a student coach of the championship squad next year. At the same time, she worked as a research assistant for Professor Wen-Chen, Chang and Professor Po-Han, Lee, and assisted in organizing, summarizing and analyzing scholarly literature and legal precedents.

Debbie also has a long-standing collaboration with Plain Law Movement, an internet-based forum dedicated to the promotion of popularization of common legal knowledges and rule of law education. She contributed several articles to explain and analysis trending legal issues, such as entertainment law, human rights and privacy, and trademark laws.

Debbie is fluent in Mandarin Chinese and English.
